Blue Fairy I still truly believe was evil. Blue Fairy is the reason for every bad thing that ever happened in OUAT. She lied to Rumples father about why Black Fairy died which caused Pan to resent rumple so he becomes Peter Pan and rumple becomes the dark one and then everything snowballs into shit. No one ever questions why Blue Fairy lies and makes questionable decisions yet scolds red fairy for wanting love. Like she's a hypocrite of the worst kind.
Umbra Uchiha I don’t think that makes her inherently evil. I think she just made the mistake of trying to spare Pan and Rumples feelings, and in turn it created a domino effect of events in and of themselves. It was both Pan and Rumples personal life choices that made them evil.
How 'powerful' the blue fairy was?? The writers didn't give her a chance--she was always getting cut down lol very ineffectual. I'll agree in this much: it would have been nice to see her in a more active role as the equal counterpart to the DARK fairy...btw, ABC television wouldn't use the word 'black'.

I think Regina Was stronger when she was her evil part.(The Evil Queen) In my opinion, I think her powers doubled and became stronger, when she was evil so she would be be able to defeat the black fairy with Zelena's help
She was one of favourite villains along with Nimue, but her magic was criminally underused. Not a proper magic duel with either Zelena and Regina. But she was a mad lass though casually laughing and walking through Zelena's power beam

Well let me tell you something evil vs evil no basically wins but good vs evil good wins or can harm good in which Regina was good so she was weaker when she was evil she could beat anyone which we saw in the earlier seasons she was evil all time
