You need to go to recovery Mode (hold esc+refresh+power button) press ctrl+D when you enter recovery and select allow whit the arrows affter a warning apirs press ctrl+D again to continue the dev mode setup affter the chromebook boots up you will have Dev Mode and can use fastboot or install apk's from google (you will loss all the data so if you have important files Than back up your files whit a usb driver)
