The others can see it, read about it or talk about it, but never really be a part of it. So they can only spy upon their love and adore it from Outside as they epitomize it.

The cold here refers to the fights they have had and the cold behaviour and attitudes that lovers often express to each other and he says that this cold behaviour of his has not impacted or caused a delay in the arrival of spring. Their arguments or love has never brought about any changes in the cycle of nature.
It's not an argument, but an interpretation that we were taught by our Professors. It was not a conceit but a metaphor alone. I'm sorry if you found this observation wrong.

No there is no argument like thing in the poem it's kinda conceit used by poet to equate his love to those terms like cold
