I think lumine should be a health inspector, seeing the various restaurants of teyvat and how well they follow the health standards and of course how delicious the food there. Maybe the guards are not at their top shape because the restaurants in teyvat gives them a bad stomach ache.
Well, restaurants are there for when you don't want the hassle of cooking your own food, so the restaurant shouldn't be affected too much by selling recipes and ingredients. There are actually some restaurants in real life that sell cookbooks, and there are also real life restaurant-delis, restaurants inside supermarkets, and market stalls that sell both raw ingredients and prepared food. Most restaurants in Teyvat are street food places that only sell a few dishes (even if they canonically serve more). Selling ingredients and recipes diversifies their business.

To be fair the corps are more like hired bodyguards than official security of the nation,The Matra are probably who actually investigate and solve crimes and have more authority than anyone else.

One remark about Inazuma's guards, during the point in the Archon Quest where you're supposed to be getting training from Yae Miko, if the guards in the main city spot the Traveler, they realize who you are and attempt to capture you. The screen fades to black and the Traveler respawns elsewhere. So... yeah. Good at their job.

There are only a few captains still in Monstadt, so she is probably overwhelmed with paperwork and not reasonably capable of performing secondary guard duties. She's the coordinator for Requests and Bounties in the region, which means that she (1) is listening to citizen complaints and offering incentives to local adventurers to address them, and (2) is trying to keep the countryside safe from threats brought to her attention through the issuance of reasonable compensation. This all demonstrates both initiative and a willingness to delegate responsibilities to Monstadt's significant Adventurer's Guild presence through proper financial motivation, and as a captain she presumably has the authority to spend mora on this without running afoul of Jean. So I'm saying she should be cut some slack here. EDIT: Also Dawn Winery is private property. Mr. Ragvindir's decision not to have guards on his property may reflect poorly on his concern for the safety of his field workers and maids, but it should not be counted against the Knights of Favonius.
You have neglected the best guards, the Melusine! those in the marechausse phantom are a part of the Fontaine security detail. They also do their best work and are always helpful.

The funny thing about Mondstadt especially is that most of the guards are canonically lazy, many of them overly rely on Jean, and one of the guys in the HQ isn't actually good because Klee regularly escapes. Also YEAH freaking Godwin having us lie to his gf on his behalf. Fun fact I'll never forget, during Weinlesefest, the letter from Varka said that everyone was accounted for.... yet that very expedition is the one Godwin was a part of. I often remember this randomly and wonder if hyv simply forgot they made Godwin part of it, leading to an oversight, or if Varka realized quickly that Godwin immediately got distracted and just left him (not like he's useful anyway!). I feel like there's also an argument in there for how they didn't leave ANY horses so trade likely is harder, and agree about Springvale. They should have guards posted along the path to Dawn Winery too, but considering Diluc's alias and his dislike of the knights, he wouldn't want them guarding his actual home. That said, it is also treated as a venue according to some dialogues.... so presumably knights would be guarding it during those times at least?
What if its revealed that Godwin got denied going on the expedition but he didn't get the letter 💀 also I imagine Diluc has his own security detail for the winery proper

His official rank is a Doushin, but in his own words, he leaves the work of patrolling and apprehending criminals to "the more qualified individuals," which is clearly a clever excuse to shirk his duties and do his own thing. During the war, he was sent to spy in enemy territory and confidently admitted that he treated the trip as a paid vacation. Not to mention, he occasionally disappears completely with no explanation - something that happens often enough for Kujou Sara to "always" be on his case about it, as she is well aware of his antics. He only avoids criticism for his constant disregard for the rules because of his prowess as a detective! He refuses to accept a promotion and Kujou Sara says that the only reason she hasn't brought him into line yet is because "his investigations deliver results." Perhaps the general herself said it best when she called him a 'headache!'

Mondstadt has too little guards remaining after most of them went on the expedition, but more importantly 2/3 of their government body are also in that expedition and Jean has very little backbone to scold the other knights and instead he takes the jobs that they should do Inazuma has a lot less guards/soldier after the civil war and of the 3 commissions, we have see that only the yashiro commission is united under 1 clan, and in the other 2 there is still fights between the clans. Sumeru relies too much on mercenary work, they do have a secret police but only to punish wrongdoers from the akademiya and the only other defense are the forest watchers Fontaine relies too much on their meks, the majority of which went berserk after the institute incident, they also basically have more than 1 crime syndicate operating in the main city with no problems and they are also the city where the treasure hoarders have their base liyue ì has a solid government body and they have seem to be able to keep the major trade routes and the city safe with no problems
liyue is biased cause it's how hoyoverse represents their nation... the rest are a mess... won't be surprised if natlan also has the good, bad and ugly(neutral) scenarion and the last one is just the same...

a big chunk of all military is in logistic. think about it, no food, no ammo = dead army... what an army can do, how far it can march, all depend on how good it logistic crew is. hence the saying "amateurs talk strategy, professionals talk logistics"(Bradley).
You really should've counted the melusines with guard uniforms in fontaine since half of the guards are melusines and they do a really good job When it comes to the strongest guards though is the Fatui since alot of them are superpowered soldiers rather than a bunch of average joes in the other nations and there's also alot of them or maybe natlan can be top depending if they have the dragons as guards
I think Diluc doesn't allow the knights at the winery for personal reasons and Diluc himself used to be a knight of Favonius that Jean looked up to so I think she's leaving winery security to him. The Akademiya does have the Matra which I think would count as a safety department? But you don't get to see them going around and being general public protection so I don't really know how they could be part of the scoring... Might have to bring the mercenary issues up with Cyno tho The other harbor in Fontaine (the first one that we got when Fontaine first came out) does have Baugette and she is the most hard working guard, but she might need a partner who can keep up with her better he does take good care of her tho

Mondstadt has a ton of knights/guards in the city compared to the population though. They could spread some of them out on trade routes.

Melusine in police uniforms are in fact patrolling. Do you count that as guarding or not?
Mondstadt has too little guards remaining after most of them went on the expedition, but more importantly 2/3 of their government body are also in that expedition and Jean has very little backbone to scold the other knights and instead he takes the jobs that they should do
Inazuma has a lot less guards/soldier after the civil war and of the 3 commissions, we have see that only the yashiro commission is united under 1 clan, and in the other 2 there is still fights between the clans.
Sumeru relies too much on mercenary work, they do have a secret police but only to punish wrongdoers from the akademiya and the only other defense are the forest watchers
Fontaine relies too much on their meks, the majority of which went berserk after the institute incident, they also basically have more than 1 crime syndicate operating in the main city with no problems and they are also the city where the treasure hoarders have their base
liyue ì has a solid government body and they have seem to be able to keep the major trade routes and the city safe with no problems
liyue is biased cause it's how hoyoverse represents their nation... the rest are a mess... won't be surprised if natlan also has the good, bad and ugly(neutral) scenarion and the last one is just the same...

a big chunk of all military is in logistic. think about it, no food, no ammo = dead army...

You really should've counted the melusines with guard uniforms in fontaine since half of the guards are melusines and they do a really good job
When it comes to the strongest guards though is the Fatui since alot of them are superpowered soldiers rather than a bunch of average joes in the other nations and there's also alot of them or maybe natlan can be top depending if they have the dragons as guards
Then there's guards in wuthering waves literally patrolling and killing monsters when they run into them

I think Diluc doesn't allow the knights at the winery for personal reasons and Diluc himself used to be a knight of Favonius that Jean looked up to so I think she's leaving winery security to him.
The Akademiya does have the Matra which I think would count as a safety department? But you don't get to see them going around and being general public protection so I don't really know how they could be part of the scoring... Might have to bring the mercenary issues up with Cyno tho
The other harbor in Fontaine (the first one that we got when Fontaine first came out) does have Baugette and she is the most hard working guard, but she might need a partner who can keep up with her better he does take good care of her tho
If you think the Yashiro commission has the least amount of guards/security, then I guess that means the Shuumatsuban is doing their job properly
