I think an extra detail in Bully is that when “harassing” the teen girls you don’t get into too much trouble, but if you “harass” the young girls you get the equivalent of an instant 5/6 star wanted level.
You can even harass adult women

it really shows Rockstar mocking off the school system in US. you can freely bully older girls and young boys as long as you don't touch young girls. Same logic applies to beating students up you can only hit boys and get into very little trouble. violence towards girls or children will get you the 5 stars. I love how Rockstar tries to laugh of the school's way of promoting "gender equality"

In CP2077, there's another option that would upset Judy when you compliment her body in the swimsuit before going underwater, that was her first warning. Judy sees Vincent (Male V) as more of best friend type and would hate if you check her out intimately (considering she's one of the 4 you can romance with) but is okay if you play as Valerie (female V) considering Judy's sexual preference. Of course, PC version has mods that can undo this.
