Not quite she actually said about a year or 2 ago that she'll do a face reveal when she has dyed her hair blue again and due some insecurities she wasn't ready and then later on in a April fool's joke video last year when at the time she was at 300k or 500k I believe she said at the end "Srry maybe at 1 million".
So she wasn't as confident before but as support came along,had the opportunity to have her blue and 1 million subscribers so that's where she had a promise to fulfill
