Nope, it's also meant for better distribution of system resources for the game, example if u have a lot of background process and if u turn on game mode it closes all and still gives more resources to the game. Windows 10 game mode off I get 58 fps and when it's on I get stable 60 fps in forza horizon 4( note both these testing are done with no background processes). FYI- razer game booster only meant for low end pc useless for high end

Usually laptops use integrated gpu for some simple 2d applications like chrome or smth and dedicated for more difficult stuff automatically, you don't need to set it yourself.

All I've seen is that it's roughly the same FPS, but it uses a 1-5% more of RAM and GPU on game mode, so it doesn't do that great
the ram usage is slightly higher in game mode lol
and in some of the benchmarks the 1% lows are higher with game mode off which solidifies that game mode sux
