The Amazon weight is of the whole package. The machine with one attachment which we use is much lighter.

The exhaust of the vacuum is blower. So if the blower stops the suction stops. And it is always on for both.

When suction going on, power goes down as blower automatically more strong

The sucked air has to come out, which is the blower part. So if you try to stop blower then it will burn the motor. Every vacuum cleaner works in that way only. This model is utilizing the exhaust air as blower also.
