Levels don’t matter. If you finish the final boss in any mode, normal or heroic, you move to the next heroic level boss. You continue on the same boss with full health when the raid returns. The game will save your progress.
if you finish the boss you are fighting against, then it is suppose to start from the next boss. In the settings menu there should be a way to write to them if you are experiencing any kind of issues.

I think last time the raid was around months ago, there was a bug in the game code. They fixed it with an update.
