How do you think electoral system impacts the creation of public policy?
In cases where the electoral system allows a single political party to control the legislature (and in some cases the government), the single political party that wins the elections will be free to implement its wishes. This therefore greatly simplifies the development and implementation of desired policies. However, in a proportional representation system in which several political parties govern together, the implementation of public policy rather requires the participation, implementation and consensus of these different parties.
