This is best rated 11.9 in my opinion. Some parts are quite literally almost impossible, but the majority of the chart is just around 10.7 to 11.4

It doesn't look like a 13, but rather a hard 11. If I wanted to chart this as a 13, I would've created difficult timings, some speed changes, hard consistent spam parts and and added some notes between the beats. Really good chart tho, overall

I wouldn't say this is a 13. The notes going downwards/upwards can be hit simply by using more than your index fingers, which is what's done on testify, except that testify actually requires puzzle solving skills. As for the staircase notes, just use 4 fingers, it really isn't cheating, and it's easy to do so, especially if you're an osu!mania player. Beyond 11 at most, but personally I would say beyond 10, just like the april fool charts.
