The enemies in main quests are usually scaled down so that you don't need to meet the actual gear score of the monster region. That being said, I think Star's end could be a bit difficult. You don't actually need to play them in order though, so you can just skip out on the ones that are too hard and come back later

I did all of the major questlines when I first started playing wearing PEN Tuvala gear. This includes Kamasylvia, Odraxxia, and Valencia. This was also long before they gave a free TET Blackstar weapon and the JETINA PEN jewelry, and before Lightstones existed. If you have some of these, combined with some of the powerful new crystals that have released, you should have no problem. Often the main quest has scaled down versions of the normal mobs that you are fighting instead of the high AP requirement ones at the grind spot themselves.
