That responsibility rests solely with the father. He was the parent, and it was his duty to make sure that his children would have the best relationship possible. It's a fact, and it complicates things, whether people want to admit it or not. Of course, emotional and familial bonds develop independent of those factors. The justice system is crooked and I think that the people who have lost family through the improper shooting, should demand and be a part of a change in the justice system. The families should be permitted to attend the training courses held in the academy and inhouse training in the various departments. I don't believe in the system investigating their own people. This case is very tragic. Regarding the older half sister. The law clearly states she has an interest as family allow her to be contacted. It sounds like the father is embarrassed by his daughter. He doesn't want this dragged up following the death of his ypungest daughter. Just my opinion.

This video fails to mention that when Officers Carter and Daniels first spoke to the driver of the vehicle while he was double parked, they asked to see his drivers license and proof of vehicle insurance, however the driver refused and drove off. (That is why the police stopped the vehicle the second time a block away, not for driving while black as the video seems to imply). When stopped this second time, the driver then again refused to turn off the engine of his vehicle, roll down the window, or show his licenses or proof of insurance, and ran again for the second time.
The officers chased the driver for 30 blocks, until the driver was forced to stop, for the third time, when another patrol car blocked it. By this time, the officers knew that the license plates on the vehicle were not registered to that vehicle, and thus that the vehicle was stolen. This escalated this third stop to a dangerous felony stop, and thus they approached the vehicle with guns drawn, and ordered the driver to exit the vehicle. The driver refused and fled off for the third time.
During the subsequent chase, the officers received a radio call from their Sergeant supervisor ordering the officer to discontinue the chase, “If the the driver was wanted only for a simple driving violation”. (Of course, the driver was wanted for felony car theft, thus the officers continued the pursuit). Never the less later both officers were charged for failure to follow orders, insubordination, and another charge for this.
After another long chase, the police managed to stop the driver for the fourth time, and and approach the vehicle again with guns drawn, and physically extract the driver from the vehicle. Officer Daniels then positioned herself beside the rear door on the passenger side of the vehicle, behind Haggerty who was sitting in the front passenger seat. Meanwhile Officer Carter positioned himself a couple of feet to the rear of Officer Daniels. (This is standard procedure in felony vehicle stops). Daniels then repeatedly ordered LaTonya Haggerty, to show her hands and exit the vehicle. Haggerty did not comply. Officer Carter then ordered Haggerty to show her hands, but she did not comply.
Daniel testified that she saw a silver object between the door and Haggerty’s thigh, which Haggerty was slowly raising, which caused her to fear for her life. Haggerty then suddenly turned to looked at her for the first time, and thinking that the silver object was a gun barrel fired one shot at Haggerty.
Later a silver padlock was found on Haggerty’s lap.
All the officers were then brought before the City of Chicago Police Board to explain their conduct, only none of the board members showed up. Despite this, the board went right ahead and issued verdicts on all the officers, weeks later, firing Daniels, and disciplining most of the other officers.
