Fun fact, District 2 use mini arenas to decide who gets to be In the games, all people who volunteer are given three wrist bands and the last male and female with at least one wristband are reaped into the games, so they do a mini hunger games basically

Well it is true that instead of being reaped, the mentors pick the best in their class and give only those two permission to volunteer we don't know the exact canon process
