It’s interesting how the bad guys of this story don’t have a normal evil sounding theme song. Instead they have a song that sounds triumphant, powerful and righteous. Everything that they want their people to think that they are.
That's all evil people and nations in real life. They always believe they are the good guys, coming to enforce their will upon the world for the greater good.

Inherently if you haven’t watched the movie, this just sounds like a very righteous and hopeful anthem. It’s only once you’ve actually seen it that you understand the pain buried under it, it promotes the tributes as being brave and the fight itself one of survival when in reality, they’re scared and horrified by the prospect in which they now currently have to participate for the entertainment of others.

in my opinion, they changed the anthem somewhere between TBOSAS and the rest of the hunger games books
I think its actually the anthem of the city of the capitol itself, not the entire country it rules over.

In a dystopian future, the nation of Panem is divided into 12 districts and the Capitol, ruled by a totalitarian government that exercises political control over the rest of the nation.
In penance for their uprising, each year, the Capitol selects young representatives at a public "reaping." A male and a female, called "tributes," from each of the 12 outlying districts are transferred to a public arena to compete.
Each district has a different industry that fulfills the growing needs of the nation.
Members of District 1 were known to produce luxury items. Due to the nature of its industry, District 1 is considered the wealthiest district.
District 2 was one of the largest communities in Panem, known for its masonry and weapon manufacturing.
District 3 is known for producing general electronics, and there tributes are exceptionally skilled with electronic devices.
District 4 specializes in the fishing industry and is also known to be wealthy.
District 5 is the power sector and is responsible for providing electricity in their area.
The core industry in District 6 was transportation. It served as the hub for the transport network throughout all of Panem.
District 7 supplied Panem with copious supplies of lumber and paper mills as their area was surrounded mostly by trees.
District 8 was known for its work in the textile industry and one of their factories was dedicated to producing uniforms.
The main industry at the focus of District 9 were grain production and building materials.
District 10 focused on the livestock industry. Their main job was to raise animals and supply the meat to the Capitol.
District 11 is known as the agricultural industry, and
District 12 was the smallest and poorest district with an industry of mining. Katniss Everdeen and Peeta Mellark were the most notable members of this district.
Henceforth, this event shall be known as The Hunger Games, a televised fight-to-the-death in a pageant of honor, courage, and sacrifice. The 24 participants are forced to eliminate their competitors until only one is left alive. Part twisted entertainment, part brutal retribution by remembering the past rebellion.
Battled against their fellow tributes, this competition has created anger, jealousy, and hatred between each district even to their own partners just to ensure their own survival.
At the game's conclusion, Peeta and Katniss triumphed together by refusing to kill each other.
When they are the only two left, Katniss defies the gamemakers by suggesting that she would eat poisonous berries alongside Peeta and perish together. Just as they are about to consume the poison, they are both declared the victors for the annual competition who showed bravery and resilience after all the challenges they had to overcome on their journey through The Hunger Games.

I have to admit that the anthem is one of the few or not many things in the Hunger Games saga (along with the Capitol, the architecture, the flag, the concept art and design, the technology, for example) And that I'm only talking about the film adaptations of the saga. Even so, I have in mind to read or listen in audiobooks the Saga (including and in first place the precuel) , to see what differences there are and if there are things that were not included in the films.

I really want to see how they turn this into a patriotic anthem. So far, I haven’t had a good time imagining the rhythm for this song because all the rhythms or beats that I have come up with do not suit an anthem.

This theme is so beautifully written. And yet it does at times sound like a North Korean song disguised and modernized… the appeal makes it even more terrifying. Panem invested in their image very well, that can’t be despited whereas their actions are blatantly evil. I can see how the richest of the rich pan em innocent civilians felt as though the entire outside world we’re attacking them as Panem was the only sanctuary of good.
It’s twisted. It’s sick. It’s fascinating literature greatly enriched by the film adaptations.
When the books say “panems theme plays” this is it.
