    In general, if you tax something you get less of it. I think this $10 tax/ tariff was a way to get less of it; they wanted to end slavery yet compromising with the southern states to get the Constitution ratified. Also note that taxes rarely decrease. Also remember that the Northwest Ordinance of 1787 banned slavery in any of the new states west of New York. Not perfect but practical

    Can someone tell me which Federalist Paper discusses this specific issue? I know Federalist 54 discusses the "person or property" issue with respect to counting slaves for the census. I don't remember this specific issue mentioned there though. I am old and need to reread them all I guess.
