The "germanic people are superior and all others are subhuman" ideology also didn't help much. It's sort of difficult to convince the local population that they should want you here when you're also burning down their homes for being "sub human". Unsurprisingly, the Nazis had a partisan issue. An issue that grew the more they invaded and made several of their fronts unsustainable.
