Are you able to get a credit for countertops from builder since you’re buying your own separately?

Our builder didn’t let us unfortunately. Our included countertops were granite so we also asked if we just took a lower level laminate countertop if we could have additional credits for the switch and they declined

In order to get an occupancy certificate for the house there has to be countertops installed so we couldn’t just not get them
