As absolutely broken as paratroopers are, it makes sense historically. Paratroopers routinely completely messed up supply and communications lines, and were essential parts of the D-Day invasion for their pre-landing sabotage and general ability to sow chaos behind the German lines.
I'm pretty sure the "once per province every 30 days" thing for paratroopers refers to the province the paratroopers land in, not the province affected. Whether intentional or not, that's how it seems to work.

And you can still go over the cap by a certain amount, by transforming already-deployed units (the game will not correctly check if you're over until the switch is done because at that point they are still normal units).

They should let us modify transport planes. Maybe make them a variant of the heavy or medium aircraft. Seriously transport planes have almost no range and that's part of what makes paratroopers so difficult to use.
Paratroopers *need* to be able to auto-carry out landings as part of a battle plan. One of the doctrine paths should prompt this and it should instead take part in battle and wreck things like defence in those battles (germany path). Linking them to a naval invasion should time the landing to when the first sailing divisions land. The other doctrine path should do the strategic org damage by trying to land behind the enemy (us path), timing working the same way but obviously they're then isolated, so it becomes a risk reward thing.
you can put artillery in paratroopers and still paradrop them! So you can stack like 4 battalions and then your paratroopers are suddenly just an attacking infantry division. They perform pretty well.
11:31 whenever you drop paratroopers, the state org reduction is separate from the org reduction from you dropping directly onto the units, so, while it counting twice might not be fully intentional, it is not a bug
If they wanted to make paratroopers less of a meme tool, they could make it so victory points captured by paratroopers have on 50-75% influence until they have a continuous corridor to another unit type. Also: is this that Helldivers thing I've been hearing about?
