It's not about anything in particular. The 90s were all about having fun and creating songs that were truly about mundane or "absent" topics. It's the freeing of the mind from any serious thought for fun for a couple mins!
This vaseline line (likely) relates to anal stimulation of a guy's hole by a woman. The blowing nose guy refers to Steven snorting coke off magazines. The girl, reminds me of cher (which is dearest, love), she likes her to be real orange, using tangerines to dye it. This woman IS LOVE, and if you have watched the movie Fifth Element, LeeLoo in that movie also has orange hair, so it refers to a supernatural being, a young woman, who has kept herself hidden here on earth, but SHE IS LOVE.
