The line 'perpetually drunk' has all kinds of connotations is Russian and might be better translated as 'always happy', 'always blissful', etc. Just picture the classic image of a sailor back from the sea and you'll get the idea.
The band Lube (or Lubeh, Lyube, etc) is know for a mixture of several genres, with influences from both Russian folk music, rock, Russian chanson, and Soviet military songs.
The name "Lubeh" has two simultaneous derivations. It is a nickname for the Moscow suburb of Lyubertsy, which is where Rastorguyev, the lead-man lived. It is also a slang word meaning "any" and signifies a diversity of choices or views.

I'm reading "Cry from the Deep" by Ramsey Flynn, a book about the August 12, 2000 sinking of the Russian nuclear sub Kursk in the Barents Sea off the coast of the Kola Peninsula. Excerpt from the book:
"The most popular musical artist among Kursk sailers is "Lubeh", something of a folk-rock balladeer with a special feeling for the lives of Russian Navy men separated from their loved ones. One of the group's tunes, "There Beyond the Mists", is a favorite of [Kursk Commander] Lyachin's, and widely embraced by the crew:
Blue sea, nothing but sea beyond the stern;
Blue sea, and in the distance the way home;
There beyond the eternal, drunken mists;
There beyond the mists is our native shore...."

Jonbenjon Sure! It's on page 44. This is a great book - it also has 16 pages of photos. I got the paperback for $16 from Amazon.com.

Pino Kio born in usa. currently living in Israel. i read the Nightwatch books a while back and tried to track down the music. almost none of it was translated so i started doing it myself so i could enjoy.
Do you know Russian or you will take translated lyrics and make the subtitles?
Hm, Nightwatch. I tried to read it, but... I like (10 year ago) the other books from Luk'yanenko - Лабиринт Отражений и Фальшивые Зеркала.
I take translated lyrics when I can find them...but for a manyI used google to do in an initial pass and then try and work it out. A couple of people I work with a fluent Russian speakers, so I can ask them for help
