However, it is recommended that you have some amount as low income pops have it as a basic necessity so not being able to procure said resources would cause unrest. But yes, unless you install a mod that allows wool to be processed into fabric, it is totally worthless.
life needs are universal for all pops, and wool is a life need. Just like cattle. Fish. Grain. the problem arises when you don't produce it efficiently and get outcompeted by better wool producing countries, at which point, raising the tariffs can restore the livelihood of your farmers and allow them to produce more wool.
if you wanted extra jingoism you could've either passed some voting reforms, call elections repeatedly and then spam the jingoism options whenever it comes up or, leave a few of the indian minors un eaten to get your rechavism high so that your pops are more jingoist
A lot of goods in Victoria 2 are important not because they are used in factories, but because Pops need them. wool is one such good. industrially not important but your pops need them to have their needs fulfilled

Coal? timber? Fish? Not even for your pops, lol. Must be hard to fix, only HPM and successors like HPM+ seem to do it right, making uncivils playable.
