The remedy to this issue of corruption at government institutions is to legislate a law that will enable automatic forfeiture of a pension for those guilty of this offence , beside having their assets confiscated and serving a jail sentence. This has the potential to serve as a deterrent and make corruption less appealing. That official should then be blacklisted and never be employable in any government institutions.
Only problem is that there's too many corrupt and powerful officials who will be against it and still win.
