  • The EPA regulations outlined in 40 CFR Part 82, Subpart F, governed by Section 608 of the Clean Air Act, cover the handling of refrigerants and air-conditioning equipment. Key aspects include reclamation, recovery, and the imposition of restrictions and requirements. Below are the definitions for "recover," "recycle," and "reclaim":
Recover: The process of extracting refrigerant from an appliance, regardless of its condition, and storing it in an external container without undergoing any specific testing or processing.
Recycle: In the context of refrigerants, recycling involves extracting refrigerant from an appliance (excluding MVACs), cleaning it for reuse in equipment owned by the same entity, without meeting all reclamation requirements. Typically, recycled refrigerant undergoes cleaning through oil separation and passes through devices like replaceable core filter-driers to reduce moisture, acidity, and particulate matter.
Reclaim: Refers to the reprocessing of recovered refrigerant to meet all specifications outlined in appendix A of this subpart, based on AHRI Standard 700-2016, Specifications for Refrigerants. Additionally, it involves verifying that the refrigerant meets these specifications using the analytical methodology detailed in section 5 of appendix A of this subpart.
