Chevy / GMC - P0446 EVAP System Vent Performance Problem

Let's have a look at this 2004 Chevy Truck that was dropped off at SMA from another shop that was having trouble diagnosing the classic P0446 "EVAP Vent Performance." Honestly folks the GM Purge / Vent type systems are the easiest systems to diagnose.
