Instead of recruiting skilled people from abroad, it would be better to train the local personnel. to obtain the relevant skills. Its a lot cheaper to recruit expert trainers whose role is to focus on building the local skills for a specific time scale. In the long term the qualified local personnel can then train other locals. That way there is no resentment of foreigners taking all the jobs.

Somehow I've started becoming drawn to how many of these people know how to respond to media in such a quick manner. Maybe it's cause I speak slowly and I take time to think within my sentences.
