I believe it was a line from Avengers, Captain said that Tony was the kind of guy that would step over the wire and Tony's response was "I think I would just cut the wire". It was a reference between the two characters, of how different they achieve their goals. But when it came down to Tony's end game, he did exactly what Steve would do. And he sacrificed everything to protect the innocent.
If iron Man didn't die at that moment, we would have gotten the superior iron Man eventually. You either die the hero or live long enough to see yourself become the villain.

At this moment Steve felt the pain for Tony’s loss and realized that Tony was right. Also don’t forget that Tony wasn’t the only loss that they suffered.
I think he saw that Tony was creating a life for himself. It really affected Steve enough to want it for himself. So he went back to the past and settled down with Carter
