He is referring to the inconsistency of love we receive from human beings.The love we get from the Supreme is unconditional and consistent and reliable,but human beings fail to produce this kind of unconditional love,reliability and consistency due to the downtrod of human Ego. The love he is talking about is Compassion(on the level of soul consciousness for human souls) and NOT sex(as in body consciousness)!
