I thought the rule of thumb on fasteners was top to bottom and forward to aft just for ease of preflight inspection, if it falls off it down and away. I can visualize the nuts and washers getting tangled up in the pre rotation assy. That could cause problems with prop. But I don't know how the instructions look?
You are correct, and most of the bolts on the machine are oriented in this fashion unless other wise stated or restrictions on getting the bolts into their spots correctly became apparent!
