During google form submission, if someone gives duplicate value (i.e. previously exists in form response sheet) then system will generate a message and prevent the operator to enter that value.

Dear you can get the script from description and Script don't works at the time of fill form . it will works after submit. if we run any script during the form filling on that time form will not auto refresh or show scripted changes that why we do it after submission.
