Makes sense to me. People make claims all the time. Where is Bethany's degree from a culinary school? If she doesn't have one, she's not a chef and wouldn't be employed as such. Kelly is simply stating that Bethany is misrepresenting herself and making false claims.
Kelly improved a lot in season 4. She comes from an abusive past and does everything she can to avoid/run away from conflict, so she seems crazy when she feels attacked. She freaks out and wants to stop it. I feel bad for her.
