I think that Blood samurai is red arrow. It would only make sense why that moment reminded cyan arrow of frank putting a sword through his chest. Since frank is on red arrows side. Depending on the moves the blood samurai used. He is very similar to red arrow. He probably is working secretly while he is not being teached by yamamoto at that time
