This exercise was for the "big one" but earthquakes are not the only disaster. DARTs have responded to help communities from other natural disasters including wildfires and blizzards. Here is a video of a DART operation from earlier this year: czcams.com/video/8lLK-GU7aJQ/video.html

Are they counting on airfields being in tact, or do they parachute the supplies to the coastal communities?
If not parachuting, maybe helicopters are needed.

The west coast DARTs have fixed wing, helicopter, and seaplane volunteers, along with multiple supply depots and bases. Yes, some airfields will likely not be usable by fixed wing, and that's where the other aircraft types come into play. Also, volunteer pilots are distributed at whatever is their home airport so there is no single point of vulnerability. Resiliency is core component of the strategy.

That's a great question! I'm bringing something up at the next meeting. Either our pilots, or, better yet, Civil Air Patrol - should do a flyover of the coastal airports. Determine the most vulnerable. (Some are low-lying.) Next, submit to the city councils a few locations we suggest should be prepped as alternative landing strips. If they approve - we should hand out laminated maps to the pilots of these sites.
These areas could be sections of road, highway, levees, dykes, farmer's fields...
The city would have to create its own plan on how to create these sites - such as, tell farmers to get started on prep without being told if the airport goes down. (Use their own tractors, etc.)

@KathrynsWorldWildfireTracking During Vietnam, we had aircraft that could open open a back door and shove pallets out that were rigged with parachutes that could place these loads where troops needed them.
Perhaps some of these planes could still be found.
