Let us remember that L Chuaungo is from a rural background, who finished his schoolings from Class A to Class 9 at Reiek village; and class 10 at Mizo Modern High School, Nongrim Hills, Shillong. This will explain the Mizo tribal accent! With such background, to quality for the IAS is a big achievement. Still, the bigger achievement is being made Principal Secretary of big and key Departments, such as Energy & Petrochemical, Finance, Education etc in such a big and progressive state like Gujarat. Being invited as a key speaker in 'World Utility Summit' is an indication of his achievements in the Gujarat Power Reforms. These are the backgrounds that finally led to his empanelment as Secretary to the Govt of India, in spite of his not serving at a senior level in the Central Secretariat. It is a different matter that de did not opt for the post of Secretary to the Govt, and chose to remain as the CS of Mizoram. Let us be proud of him as Mizo IAS officer.

Proud of Mr Chuaungo! His Two brothers are also IAS officers (one is 1975 batch and former CS of Nagaland and one 1981 batch retired as Principal Secy to Govt of Bihar) from a small village like Reiek which is 29 km away from Aizawl, the capital city of Mizoram!
