This is in part because of a fundamental property of antennas called Reciprocity. By installing a higher gain antenna, or just more receivers, anyone could track your car with nearly no limitations if you enable what is described in this video.
Not only that but it could transmit other information that it has as well to anyone who can gain access to the system, how is it being logged how long are the logs retained is each vehicle considered to be a server that is able to communicate to the network? Too many questions and potential holes.
