It's intentional how the instrumental is fast and he's singing slow. in a way what they're trying to convey is a lullaby to a chaotic world, in which him singing it slow and mellow as he's trying to let us sleep (thus lullaby) while being in a chaotic world (the instrumental which is as you've noticed very contradictory to the way he sings). this makes a lot of sense at the climax when everything went calm (implying we are already asleep) but he still continue the lullaby to maintain the calmness because as mentioned that is their intention, to calm ourselves from all the devastation that happening to our world lately.
So what I've learn Aija means "to lull" it's the action when mother's put their baby in their arm slowly swinging and singing to let the baby sleep and have the calmness.
PS. i'm so devastated Latvia was not in the same semi finals with Lithuania and Estonia, because I know it's a fact specially lithuania that they'll give huge points 12-10 consistently to Latvia when they're in the same semi. Still I'm very optimistic it'll qualify
