after editing use it twice and make sure it is at 100% setting not 200% so as not to increase resolution ...... Then after the first 2 topaz go back to after effects and add your cc to the topazed clip and export it again. Add it to topaz but this time use 200% scaling....... After that then you can compress with handbrake or whatever you choose to use but I recommend Handbrake or Media Encoder............ you can check my edits for reference

What file size will cause TikTok to compress the video exactly, because using 0 RF does not yield me video sizes that are very large.
make sure your edits are at least 40 - 60 mb in size anything higher than that and Tiktok will compress it even if you used handbrake already
