I remember arriving to the finish line about 30 minutes before the bombs went off, just in time to see him cross. Afterward, we walked through the city and I vividly remember feeling the mood shift to one of panic. At the time, I didn't fully understand what had happened. Reflecting on it now, it frightens me to think that if my dad’s friend had finished 30 minutes later, we could have been caught in the chaos.

No. The cop getting hurt happened during the shootout between the two brothers. The police attempted to open fire on the brother who fled by car by shooting it at on both sides.
Guess what. Bullets don't magically vanish if you miss. One of the rounds hit the cop on the other side.
Another cop at the scene was hurt by the IEDs they used and died of brain issues later that year.

I guess the saga of how guys wearing Craft International hats were seen in the vicinity of the attack site when the public, and maybe people will remember this, the public was asked to help comb through the thousands of hours of surveillance footage taken from different vantage points to look for suspicious persons with backpacks. We found two guys in Craft International hats and the lead was not pursued. They came up with the Tsarnaev patsy and one of his relatives, who was familiar with the set up job, was killed execution style in their own apartment by a team consisting of a fed, a statie and a local yokel. RT was the only one that even reported the story. So the American press claimed, this single individual attacked three armed agents and had nearly overpowered them and somehow wound up being shot with a single round in the back of the head while in the kneeling position in their own kitchen. This, much in the same vein as Zero Dark Thirty, is nothing but state propaganda which, let's not forget, was legalized in 2012 with the repeal of the Smith-Mundt Act.
