Who wants to listen to regular law abiding citizens, answer probably nobody! Also, which nation has the man power to physically listen to 'everyones' calls or messages, again nobody, they are only interested in people known to law enforcement, and if your known to the them, then your upto no good.
What would the legal situation be if the hack had been done by intelligence agencies probably DGSE and they had access from at least Summer of 2019? IMO probably much earlier but I can vouch for summer of 2019.

It was set up french police didnt crack it NCA gave to GCHQ around 2013 they spied on it for years and face it to French police to protect the source and keep them in play.
