This is a very generalized description, and I don't know this particular species, but... The sounds come from its back because there's a little saw-tooth section made of hard chitin where the brown part is, right behind its head. When it moves its wings, the sawtooth parts on each wing scrub against each other, making the chittering sound. They do this for the purpose of attracting a mate. They'll often call out, wait for a response, and then do it again, moving toward one another until they find each other.

I'm pretty sure the insect in your video is a species of katydid, which often look like leaves but are not called leaf bugs. All of the insects in the orthoptera order (which includes grasshoppers, crickets, and katydids) make noise via stridulation, which means rubbing body parts together.
