That milky stuff on the bottom of the oil cap is actually a pretty common occurrence. It happens when the vehicle isn't driven long enough to fully get warmed up so the moisture inside the engine condenses and accumulates. When you drive it enough to get warm, the heat of the engine will evaporate that moisture and you won't have that problem. I've seen that most commonly on the Chrysler 4.7 in like the Durango and Dakotas
How can people keep on driving these problems down the road and not know there is something drastically wrong? Catch it before it gets too bad.

Some states have inspections but most don't. If they do its usually for emissions
