When doing all this other work on it, it's a good idea to take the spark arrestor screen off the exhaust and give them a clean too. They can get plugged and suffocate the engine.
My Echo is a trooper. Starts on third pull after sitting all winter with fuel in it. I only use NON Ethanol and anal about my mixture. Still original plug like yours. Talked my son into getting an Echo instead of a Stihl. Great video brother
Bad Spark Plug? Odd. Maybe the weak fitting spark plug boot was the cause of the plug fouling. I had to replace a couple of plug boots on a Craftsman Mower a few years ago. Pack of 10, very cheap, and nice to have extras just in case.

It might be the ignition coil is gone or it's low on compression
