Tenpenny Tower and the quest "Blood Ties" mirror each other when you really think about it. You have two groups of people considered monsters. They're both persecuted (deserved or not).
The Fallout series has shown us that Ghouls and Supermutants aren't threats to most people as long as they are sentient. They just want to live in peace and be accepted.
The cannibals we come across in every are a threat to people and can't be reasoned with without a severe karma hit.
Then Tenpenny Tower twists the knife if you finished it after playing "Blood Ties". Vance is a cannibal, but he's not a liar. He doesn't hurt the player unless you attack him first. You don't have to fear being killed and eaten in your sleep. He has strict guidelines for himself and his group to live by. Vance really just wants to be understood and he wants to help his kind find a peaceful place in the world. He really would rather not hurt *anyone* to get what he needs. This is why you can broker a symbiotic relationship between the Family and Arefu.
Then we have Roy. We get little hints and warnings about the the true nature of his character. He talks about being persecuted. But for someone who complains about it, he has no qualms about using ferals to kill everyone in Tenpenny Tower. He even thinks ferals are just mindless freaks. A thing other humans are scared of Roy being.
Then later, you see Roy had absolutely no interest in coexistence from the start.
One "monster" chooses to hold their end of the bargain. One shows he really is a monster.
ingasparrow I couldn't agree more. The residents of Tenpenny set aside their uncertainty and fears and allow Ghouls to live with them. But Roy proves everyones point when he slaughters all of the residents. And for that, He deserves to burn.

I worked so hard for peace and when I go to see my friend again just to see how things are going I find him dead in the basement along with everyone else.. I made sure everyone had a nice conversation with my combat shotgun. My karma moved down neutral after that but it was worth it

I killed Roy out of spite anyway his voice and asshole aditude was enough for me , I preferred tenpenny to ghouls anyways at least the tenpenny tower residents actually dress and act respectfully to each other most ghouls act like assholes , I couldn't careless for them , and besides I want a beautiful penthouse suite with my own balcony to have my own view of the world 🏞️, and live in a civilized place in style and not in harm's way tenpenny tower has everything I want a safe place to call home which is stunningly beautiful and gorgeous in everyway and the decorations around the place is still top notch after 200 yrs , it has a healthcare place, a classy bar to drink a glass of bourbon after a hard day's work, a restaurant with good food to eat, a clothes store for style etc, a general store to trade with and a good security force to protect our walls and people and the commander actually complements me and sells me good weapons and ammunition etc and tenpenny himself is pretty cool actually pays me a good amount of caps and a free penthouse to blow up a Megaton a town of druggies and drifters who treat me like shit with there comments etc I'm like fuck this place so I looked everything I can from them then nuked them whatever that's that and good riddance to them , they steal purify water from us in the dlc afterwards so might as well get rid of them , I love tenpenny tower it's my home sweet home

if you provoke they into attacking you, you won't lose karma since it's self defense.
If you side with Gustavo or Roy you get bad karma because you kill innocent people. There's a third, non violent solution, but I don't remember the details.
@@aboutblank4356 you can kick out the bigots and replace they with the ghouls but after 3 days the ghouls kill everyone there anyway, helping the ghouls is useless since every human living there dies including the innocent and the ghouls's image gets even more ruined and word spread around, which means that eventually the merc talon company or the brotherhood of steel will raid the building and kill all the ghouls for being a threat to humans.

Also here's a little known secret: in the Tenpenny tower there is a quest about ghouls trying to get to the tower. Not many know about this because it is difficult to launch and information about it is not given easily.

I know that eventually Ox will ask if it's morally right to kill the 3 ghouls that want to get in the tower. As much as it pains, yeah, because Roy Phillips is a classic case of oppressed becoming worse than the oppressor. Indiscriminate slaughter of the tens of people living in the Tower, plus giving the go ahead to nuke Megaton just because it's a "smoothskin shithole". The lives of 3 and a couple of unnamed Ghouls don't outweigh all the innocents in the tower. Besides, it's not like the whole tower's residents hate ghouls, only 7 do.

I've never heard the word ghoul so much in such a short span. I feel like the amount of times I've heard or read that word has doubled.
I haven't played this game in years...I completely forgot how almost everyone in Tenpenny tower has their heads wedge so far up their own asses, that they are coughing up their farts.
I keep forgetting what you did to Jericho and him just popping up in the background of dialogue scenes gets me every time.
The fact of tracking someone to their room and waking them up in the middle of the night, and them just getting up to tell you their name and their whole lifes; it’s so funny.

if i plan on playing an evil character, i spec my first trait points into explosives to rig the nuke in megaton to blow, then i rush over to Tenpenny tower for the big dose of evil karma and playerhome. The caps never hurt either.

Really have to take a minute to appreciate the effort that ox puts into these videos. In final draft they all look so uniform and come together almost like a movie, but what you forget to consider is how many of these speech options result in the end of useful communications with the NPC. I'm only 20 minutes into the video and I've counted at least 7 or 8 reloads he had to do just to reopen the interactions. Ox, If you're reading this, i hope you know how much we appreciate the time and effort you put into this channel and we hope you keep it up. I feel like I'm watching an actual TV series when you're behind the scenes.
I usually go to Tenpenny Tower, after i detonated the bomb in Megaton on my main character. i also used the Black Widow perk on Mr. Burke XD

Hey, did you know that a major side quest involving Tenpenny Tower is about a bunch of ghouls trying to get in? If you pass some dialogue checks, you'll learn that they are living in the nearby tunnels, and they have the residents of the Tower scared stiff! Once you do that, you can talk to Gustavo to begin the quest.

That's the joke. Literally all anyone ever says in this tower are the same lines about the "ghoul problem" and how you should "talk to Gustavo". You can talk to 1 NPC and understand literally all of the dialogue in the entire tower. This is why New Vegas is better than FO3 in terms of characters and plot (although I think FO3 has more interesting locations).
It's true. Bethesda makes amazing open worlds with plenty to explore but character dialogue and development is something they aren't great at. Obsidian are masters of weaving stories and characters together in a way that gets you invested in the characters and the story. But their open world game is meh. There really weren't too many interesting non-quest related locations in New Vegas in comparison to FO3 & 4

Tenpenny Tower is one of the best quests ever. I played it like most everyone else. Middle of the road. Compromise. Help everyone. I was rewarded the most bitter of truths when I isaw what happened to even the people who supported and were welcoming of the ghouls. They wanted to make TT a tomb for ghouls, they got it. Train whistles for hours... then silence forever.

One thing I didn't like about FO3 is the hammy voice acting. For some reason, nearly all the voice acting (minus Liam Neeson, obviously) is just plain awful. It's like they hired the Bethesda offices janitorial staff to be the voice actors.

I felt the same way about U from Lonesome Road, he was boring, no feeling in the voice at all, the VA was terrible over all, at least these guys sounded like they was trying.

This is what I wish the whole game like this quest line. It is one of the best ones.

Have to say I always sided with the ghouls. Not to be evil, I love the mask! I can wear a hat and Chinese stealth armor with it. Combine a deathclaw gauntlet and you have my elm street build.

The only thing that made me upset about the endings where the residents are killed is that Herbert "Daring" Dashwood gets killed as well, he's one of my favourite side characters in the game.
Yes yes!!!! I hated how it's all good karma and now you think they will all live peacefully and learn to love one another! No!! Roy kills every human that didn't Have a problem with ghouls and they send them down to the basement to get eaten by ferals!! It actually made me very upset screw Roy!
