People don’t understand the significance of Pedro’s death! His death is a key factor why Luffy could make it so far! If big mom won, then Sanji would’ve been captured Luffy would’ve lost his motivation to be the pirate king because he needs Sanji. So Pedro’s noble sacrifice was the reason why the Strawhats were able to escape!

The Bounties are definitely not an accurate meassure of someones power, but just their crimes or status
