Some dudes end up carrying a lot of fat due to how they approach bulking (especially if they are on gear where they can just pack on muscle extremely quickly), some dudes are still relatively lean. You can also always tell when someone has bulked and has some fluff on them compared to someone who's just unintentionally (as in it's not a calculated move but a result of lifestyle) overweight. This is why many people end up "fat jacked" bigger (than average for a given build) arms, chest, and shoulder's, but without being particularly cut. I think I'm sitting in this camp at the moment myself haha.

When you’re a body builder you’re a lot more sculpted but not as strong (comparatively ofc), but as a powerlifter you’re a lot stronger but those extra muscles require more calories and such to keep them going. Typically power lifters will have bulkier builds because they need that energy to lift so much, and body builders, since they want to maintain that sculpted physique, don’t eat as much and consequently don’t have as much energy to maintain heavy lifting muscles At the end of the day it all comes down to preference (Also do be warned if you want to go for a very sculpted build with extremely prominent abs and such like Armstrong it requires severe dehydration, since that thins the skin and allows it to lie flat on the muscles, which is of course extremely dangerous and unhealthy no matter how good it looks)
