Bungeoppang is actually Japanese Taiyaki bit of influence from across the pond which is fair. Taiyaki is believed to have originated in Tokyo in Meiji era, and now can be found all over Japan, especially at food courts of supermarkets and Japanese festivals. Along with Imagawayaki, and Dorayaki they are some of my favorite foods to pick up from street stalls if you can find them. I acually found an Imagawayaki vendor in the basement food section of a mall in Kyoto it's so much better freshly made.

I've only seen the fish dessert in Japanese food as taiyaki. Who originated it?
Japan originated taiyaki because fish was a commonly eaten food in ancient Japan

Koreans liked the idea of the fish dessert so they adopted the idea

yep 뿡어빵 is pretty much the korean version, although bungeoppang is made with a breadlike pastry, and taiyaki is made with a pancake/waffle batter, making it sweeter.
