The Kone lift is not broken, it's just being installed/modernized. Google Street View imagery from May 2018 shows that the lifts were both the same. Also, I think they were Express originally.
Strange that it has a KSSD20 call station, they've now replaced it with a KSS140 call station and covered that area of the wall with diamond plating, yet they're still working on modernisation.

The floor indicator on the first elevator was being a little glitchy when it was going up.
I'm guessing they're replacing the generics with Kones, and you've filmed the generic in its last days!
