For example, if you open a pull box and see that the fiber is in the orange one and the others are empty you could dig in a box down the road over the same conduit and safely cut and sweep the green and blue into that box. Usually orange is telecom, and blue is water.. In your case is blue just a way for you to know it's a different fiber? I assume it's not water.
