Development of Thai Mechanisms to Manage Migrants and Refugees by Puangrat Patomsirirak

On 26 August, #APRRN and the Coalition for the Rights of Refugees and Stateless Persons (CRSP), with support from the US Embassy in Thailand, organised the National Screening Mechanism (NSM) Report Soft Launch.
NSM was made in 2017 to distinguish refugees from economic migrants and to strengthen the implementation of the principle of non-refoulement. APRRN and CRSP aim to monitor and evaluate the Regulation of the Office of the Prime Minister on the Screening of Aliens who Enter into the Kingdom and are Unable to Return to the Country of Origin B.E. 2562 implementation, using concrete evidence to support long-term policy advocacy via an assessment report
The report's data were collected from multiple stakeholders consisting of government officials, civil society, and #refugees.The methodology combined desk-review, interviews, and roundtables on the following topics: the NSM Regulation’s rationale, the development of the NSM’s Regulation, and the #humanrights approach in its implementation. The soft launch had speakers consisting of individuals from the National Human Rights Council, Immigration Bureau, the US Embassy, a legal academic, and APRRN’s NSM Coordinator.

กลไกการคัดกรองระดับชาติได้ถูกพัฒนาเมื่อปี 2560 เพื่อจําแนกผู้ลี้ภัยออกจากผู้เข้าเมืองด้วยเหตุผลด้านเศรษฐกิจ และสนับสนุนการดําเนินงานตามหลักการไม่ส่งกลับ APRRN และ CRSP มีความมุ่งหวังในการติดตามการบังคับใช้ระเบียบสำนักนายกรัฐมนตรี ว่าด้วยการคัดกรองคนต่างด้าวที่เข้ามาในราชอาณาจักรและ ไม่สามารถเดินทางกลับประเทศอันเป็นภูมิลำเนาได้ พ.ศ.2562 ด้วยการจัดทำรายงานการติดตามประเมินผล เพื่อใช้ในการสนับสนุนในการเปลี่ยนแปลงเชิงนโยบาย
รายงานฉบับนี้ได้มีการเก็บข้อมูลจากหลากหลายภาคส่วนทั้งภาครัฐ ภาคประชาสังคม ชุมชนผู้ลี้ภัย โดยมีการใช้ระเบียบวิธีการตั้งแต่การศึกษาข้อมูลขั้นปฐมภูมิ การสัมภาษณ์ และการจัดประชุม ที่กล่าวถึงที่มาและความสำคัญของระเบียบสำนักนายกฯ ความคืบหน้าของการบังคับใช้ระเบียบสำนักนายก ตลอดจนแนวคิดด้านสิทธิมนุษชนฯ ภายในงานนั้นมีการกล่าวคำปราศรัยจากคณะกรรมการสิทธิมนุษยชนแห่งชาติ สำนักงานตรวจคนเข้าเมือง สถานเอกอัครราชทูตสหรัฐอเมริกา นักวิชาการทางด้านกฎหมาย และเจ้าหน้าที่ประสานงานโครงการ NSM จาก APRRN
