I you had continued past the Marriott hotel you would have found the international terminal with many more gates and entry doors from the outside. It is the newest part of the terminal and is divided into D Gates (International)and E gates (US departures) as well a customs arrivals on the lower floor. The Marriott sits conveniently between the 2 terminals.

The access to the baggage area by anyone from the street is a nonsense. In Ottawa airport was the same, but then "smart criminals" figured it out and began stealing peoples' baggage since you just could walk in from the street and easily get anyone's bag and leave. I do not know if Ottawa fixed this issue, but i seems that Calgary might face the same problem with stolen bags.
only dumb criminals would waste their time going and stealing peoples bags full of dirty clothes.
